On 26 September 2025, the Pomerania Development Agency (Agencja Rozwoju Pomorza S.A.), together with the Marshal’s Office of the Pomeranian Voivodeship, hosted a seminar titled “Business on the Frontline: Investments, Partnerships, and Public Procurement.” The event was held at the Central Hotel in Gdańsk, ul. Podwale Grodzkie 4, and brought together numerous entrepreneurs, representatives of public institutions, and experts engaged in Polish–Ukrainian economic cooperation.

The aim of the seminar was to present Polish companies with practical opportunities to enter the Ukrainian market, which – despite the ongoing war – is becoming one of the most promising investment directions in Europe. Particular emphasis was placed on areas such as participation in public tenders, the development of local business partnerships, and investments in industrial parks, which are playing an increasingly important role in Ukraine’s economic recovery.
Seminar Highlights
The event was addressed to companies operating in the following sectors: construction and finishing, furniture, ventilation and air conditioning, building materials distribution, engineering and architecture, energy and renewables, transport, forwarding, and logistics. The program was designed to provide participants with both substantive knowledge and practical guidance useful in their everyday business activities.
A key point of discussion was the Prozorro public procurement system, considered one of the most transparent in the region. Its openness to international participants creates a genuine opportunity for Polish companies to compete for contracts financed by state and international funds. Speakers emphasised that a thorough understanding of Prozorro’s procedures, structure, and formal requirements significantly increases companies’ chances of success in securing tenders.
Attention was also drawn to the potential of industrial parks, which have been expanding dynamically in Ukraine in recent years. They represent an attractive option for investors by offering tax incentives, simplified procedures, and access to modern infrastructure.
Expert Presentations
The seminar was moderated by Jolanta Carkowska, expert at the Pomerania Development Agency.
- Marek Socha, Analyst and Expert at the Polish-Ukrainian Investment and Trade Office (PUBIH) in Lviv, in his presentation “Invest When Others Hesitate – Why Ukraine is the Opportunity of the Decade?” pointed out that courage and swift decision-making can bring above-average benefits, as the Ukrainian market currently faces enormous challenges but also offers unique opportunities for growth.
- Valerii Kravets, representing the Export Support Department, Ukraine Team at the Polish Investment and Trade Agency, presented the tools, advisory services, and projects designed to support Polish companies in expanding into the Ukrainian market.
- Artur Melezhyk, Head of the Industrial Parks and Investment Support Department at Ukraine’s Ministry of Economy, delivered an online lecture in English, outlining the regulatory framework for industrial parks, their significance in Ukraine’s reconstruction, and the benefits available to Polish investors.
- Tomasz Olej, Business Development Director at Mostostal Warszawa, highlighted the importance of a thorough assessment of political and economic risks, stressing that proper preparation and building reliable partnerships can minimise threats and increase the chances of long-term success.
- Olena Shtohryn, attorney and mediator, Founding and Managing Partner of Dictio, and Board Member of the Confederation of Builders of Ukraine, gave a presentation in English titled “Procurement Opportunities in Ukraine through Prozorro.” She discussed the system’s mechanisms in detail, pointed out common mistakes made by foreign entrepreneurs, and presented practical examples of successful projects.

The seminar offered participants an opportunity to gain practical knowledge, meet market leaders, and exchange experiences between business and public administration representatives. Attendees received not only a comprehensive overview of investment opportunities in Ukraine but also concrete guidance on participating in tenders, establishing partnerships, and assessing investment risks.
The event demonstrated that Polish companies, particularly those operating in the construction, energy, and logistics sectors, have a real chance to play a key role in Ukraine’s reconstruction. It was emphasised that, despite the challenging geopolitical context, the Ukrainian market is becoming increasingly attractive and transparent, with economic growth opening long-term prospects for Polish business engagement and cross-border cooperation.
