On 21 November 2025, an expert meeting focused on current customs, tax and migration simplifications in Ukraine was held in Lviv. The event was addressed to entrepreneurs interested in cooperation with the Ukrainian market. The meeting was led by Inna Siemich, an Expert in PAIH’s Foreign Trade Office in Kiev, who oversaw the course of the event and moderated both the substantive and discussion sections.
The meeting was held with the participation of the Polish Investment and Trade Agency and in cooperation with the Consulate General of the Republic of Poland in Lviv. The event was officially opened by Karol Kubica, Director of the Foreign Trade Offices in Kyiv and Lviv, together with Krzysztof Łukjanowicz, Head of Department at the Consulate General of the Republic of Poland in Lviv. Their introductory remarks highlighted the strategic role of Polish–Ukrainian economic relations in the context of Ukraine’s reconstruction and underlined the necessity of further streamlining administrative procedures for business.
The first substantive block concerned the support of Polish–Ukrainian business by the customs and tax administration. Bartosz Gruszecki, First Counsellor of the Polish Embassy in Kyiv, Customs and Taxation Department, Representative of the Head of the National Revenue Administration in Ukraine, Moldova and Georgia, presented the scope of institutional cooperation and the measures undertaken to facilitate trade exchange. He also pointed to current challenges and the importance of ongoing dialogue between the administration and entrepreneurs.
Next, Ivan Kerezvas presented the current solutions in the field of customs services in Lviv implemented under the slogan “Customs without barriers”. In his presentation, he pointed to the progressing digitalisation of procedures, the shortening of clearance times and the increase in transparency of border processes.
The subsequent presentation focused on the operation of a service-oriented tax administration. Mykola Nykytiuk, Head of the Lviv Regional Tax Office, outlined the tax simplifications applicable in the Lviv region and presented available support instruments for entrepreneurs, emphasising the growing role of pro-investment services.
An important element of the programme was also a presentation on the new EU Entry/Exit System (EES). Krzysztof Łychowid, First Counsellor of the Embassy of the Republic of Poland in Kyiv and liaison officer of the Border Guard in Ukraine, presented the operating principles of the system and its impact on border traffic, in particular in the context of business travel and the posting of workers.
Issues related to facilitation of border crossing for business were discussed by Oleh Burda, Deputy Head of Staff of the Western Regional Directorate of the State Border Guard Service of Ukraine. He pointed to the current border control procedures and directions for their further improvement from the perspective of entrepreneurs.
In the final part of the meeting, issues related to the legalisation of stay of Polish citizens in Ukraine in the context of employment were addressed. Applicable migration procedures, formal requirements and practical aspects of obtaining residence and work permits were discussed.
PUBIH also actively participated in the event, having for many years supported the development of economic cooperation between Poland and Ukraine. Representatives of PUBIH held discussions with the participants and identified potential areas of investment and trade cooperation.
The business meeting had a clearly expert and practical character. Participants had the opportunity to directly ask questions to representatives of public administration, border services and business-support institutions. The event constituted an important platform for dialogue and exchange of knowledge, strengthening Polish–Ukrainian cooperation in the areas of trade, investment and business mobility.
