On 24 June 2026, as part of the accompanying events of the Ukraine Recovery Conference 2026 (URC 2026) in Gdańsk, a roundtable entitled “Municipal PPPs in Ukraine: How to Attract Private Capital for Community Reconstruction” was held. The event focused on the role of public-private partnerships (PPPs) in the reconstruction of Ukrainian communities and on ways to attract private investment for infrastructure and development projects. The roundtable brought together representatives of national and local government, financial institutions, international organisations, consulting firms and private-sector companies from Ukraine and across Europe. The programme featured three panel discussions addressing the key challenges and opportunities related to developing public-private partnerships at the municipal level. Participants examined the barriers preventing Ukrainian communities from attracting private capital, discussed financing mechanisms for municipal projects and explored the steps needed to create a more favourable investment environment.

The first panel introduced the project “Spromozhni: PPPs for Ukraine’s Reconstruction: From Identifying Systemic Barriers to Developing Practical Solutions”, which aims to identify the key obstacles limiting the development of public-private partnerships and develop practical recommendations for local authorities and government institutions. The discussion covered the role of local communities as business partners, the transition from humanitarian assistance to long-term investment, and the regulatory reforms needed to encourage greater private-sector participation.
The second panel focused on practical financing mechanisms for municipal projects. Participants discussed the opportunities offered by the Ukraine Investment Framework, ways of transforming grant-funded initiatives into investment projects, the experience of Polish municipalities in implementing PPP projects, and solutions for reducing investment risks. Other topics included distributed energy generation, transport and mobility projects as sectors with strong potential to attract private investment.
The final session took the form of an open discussion on building an effective ecosystem of cooperation between public authorities, businesses and financial institutions. Participants exchanged views on preparing investment-ready projects, the experience of the UK’s Project Development Programme, the needs of companies interested in investing in Ukraine’s reconstruction, and the role of public policy in mobilising private capital for local development. Speakers agreed that the successful reconstruction of Ukraine will require close cooperation between the government, local authorities, the private sector and international partners.
The event featured speakers representing the Government of Ukraine, the European Commission, the Polish Ministry of Development Funds and Regional Policy, the UK’s Department for Business and Trade (DBT), UNDP, KPMG, PwC, Deloitte, EY, KredoBank, the Polish Investment and Trade Agency (PAIH), the Confederation of Builders of Ukraine, as well as We Build Ukraine and the Together with Kernel Foundation. The official programme was followed by a networking session, giving participants an opportunity to exchange experiences, establish new business contacts and discuss potential cooperation on public-private partnership projects and the reconstruction of Ukrainian communities.
Representatives of PUBIH (Polish-Ukrainian Investment & Trade Office) also attended the event, using the opportunity to establish contacts with representatives of public institutions, financial organisations, international partners and private companies interested in investment and development projects supporting Ukraine’s recovery.
